Background

Informed International, in partnership with Learning Ventures, developed a Guidance Document for incorporating literacy and numeracy programming into Plan’s Youth Economic Empowerment, a programming approach that works with youth education, training and employment to offer skills development, vocational pathways, access to finance, networks of support and an enabling environment to assist youth find decent work. The team undertook a broad-based and rigorous literature review to identify needs and best practices for youth literacy and numeracy, and building upon this, developed an adaptable guide that includes recommendations with a focus on age and gender sensitivity and disability and girl inclusivity.

The consultancy had four main objectives:

  1. Develop a landscape document that provides an overview of the current state of understanding about the integration of literacy/numeracy into livelihood projects for young people, including definitions, approaches and learnings

  2. Design a guidance document that provides easy-to-follow steps for proposal development and program implementation related to adding literacy and numeracy to programs aimed at adolescents and youth

  3. Identify opportunities and processes for the implementation of gender-sensitive and age-appropriate literacy and numeracy approaches in stable/development environments in low income countries that enable practical implementation of accessible learning approaches

  4. Identify approaches that would enable girls, adolescents, and youth with disabilities to access increased learning and future income-generating opportunities through literacy and numeracy approaches


Activities

The consultancy produced the following deliverables:

  • Consultancy workplan

  • Landscape Document outlining the best approaches/methodologies for utilizing internal and external documents

  • Development of Plan UK Guidance Document for use by country offices on the implementation of literacy and numeracy programming and activities for adolescents and youth in informal settings

  • Validation of literacy and numeracy guidance and materials with Plan UK advisers and selected country office staff

  • Final PowerPoint presentation of the framework with Plan UK staff
