Background

To strengthen its program design, Aflatoun International identified the need to integrate reading and numeracy outcome measurement into M&E practices for their financial literacy programming. In response, Informed International created a toolkit that empowers Aflatoun’s clients and program staff in measuring reading and numeracy, designed to be adaptable to local context’s while still aligned to measurement standards for learning outcomes as prescribed by the Sustainable Development Goals (Goal 4.1). The toolkit includes specific guidance on how to examine and quantify the interplay between financial literacy and learning outcomes.

The consultancy had four main objectives:

  1. Provide a supporting rationale for linking life skills/financial education to early learning initiatives

  2. Create an evaluative strategy that allows Aflatoun evaluation tools to standardize EGRA/EGMA instruments

  3. Support in the adaptation or modification of Aflatoun evaluation instruments to EGRA and EGMA tools

  4. Provide written technical assistance to literacy and numeracy practitioners about how these instruments can be linked, or used in conjunction, with a particular focus on data collection processes


Activities

Evaluation approach tools: Informed International developed literacy and numeracy assessments, in paper and electronic format, to supplement Aflatoun’s evaluation suite of tools focused on financial literacy and life skills.

Evaluation approach guidance: The team developed guidance for the new tools that included descriptions of the tool(s), steps to adapt/contextualize the tool(s), and operational steps to implementing the tool(s) and analyzing data collected. The guidance also outlined the rationale for the integration of a literacy/numeracy assessment with a financial literacy and life skills assessment. The guidance included examples of contextualized tools and examples of analyses that could be done with the data collected.

Field testing tools and guidance: Field testing of the tools and guidance was completed in Uganda in partnership with Learning Ventures and a Ugandan Aflatoun partner in order to develop the testing protocols.
